This is a unique shaped prototyping PCB that can be used to assemble geometric shapes and 3 dimensional prototypes. Just over an inch wide.
This skill defines how difficult the soldering is on a particular product. It might be a couple simple solder joints, or require special reflow tools.
Skill Level: Noob - Some basic soldering is required, but it is limited to a just a few pins, basic through-hole soldering, and couple (if any) polarized components. A basic soldering iron is all you should need.

Any chance at some sort of Engineering drawing so we don't have to try reverse engineering it? Even actual dimensions and hole spacing would be nice.

can you solder DIPs into this?
It would seem that, unlike PRT-08814, one cannot solder a small DIP-8 component to this board (e.g. an Attiny85), can one?
You could use DB9 connectors with this
